Dahlgren asked where the cut off should be and whether a City would want supermarkets to have outside storage. Goedeke pointed out that the City's such as Edina required a set back from property lines and stated the City should include a side yard setback requirement in the new ordinance. Dahlgren commented that some Cities prohibited outside display and merchandising in any required yard. DeBenedet stated his opinion that the intent in this case is taking existing uses and recognizing reasonable practices but that the City shouldn't open it up completely to allow any use to have outside merchandising and display. DeBenedet testified that other uses such as Byerly's display and merchandise salt and that the equipment rental operation on Rice and County Road C also has exterior display which the City should consider. DeBenedet added that the provisions in the new ordinance relating to sidewalk sales are ambiguous and should be cleaned up to allow sidewalk sales only B days a year per building or site. Berry stated that she had observed a problem with sidewalk sales over a long period of time at a clothing store. Kuhr stated that the equipment provision related to the situation at a hardware store at Roselawn and Lexington which was required to remove a storage building that they were selling which was displayed away from the building. Kehr added that this should be allowed if there is room on the site to properly display the aiece of equipment. Bud Kolp from Super America stated he was not aware of these discussions at previous meetings. Kolp added that Super American could live with the regulation except the sidewalk sale limitations because they typically run 10 daffy oil and p®psi, sales. Kolp pointed out that the outside storage is necessary as a convenience to their customers and typically involves heavy bulky items which are difficult for people to get in the store and ca.-.-y out a., �►.�� vehiclas. . .4A 4 IL i 4 4 V' 4. l Dave Johnson from Suburban ftnrdwaro stated that the regulations were OK except that the five percent limitation was too small and that 10 percent ;could be better.
