ROSEVILLE PLANNING COMMISSION <br />Wednesday, January 4, 1989 <br />Page# 5 <br />Stokes pointed out that this may result in enforcement problems. <br />Johnson asked that staff review this issue again. <br />Berry stated that the City may be breaking new ground and <br />other City's haven't been enforcing these regulations. <br />Johnson stated that this would call for more enforcement. <br />that <br />Dahlgren stated that it seemed that the principal need for <br />outside merchandising appeared to be for bulky items and asked <br />whether or not this should be crit aril used in the regulations. <br />Johnson said that the staff should look at that and report back <br />to the commission. <br />Planning File 1912 <br />Subdivision ordinance amendment concerning land dedication <br />requirements. <br />Presentation <br />Dahlgren summarized the history of land dedication requirements <br />In the state and reviewed the City's past park development <br />policy. Dahlgren pointed out that current needs arj changing as <br />demonstrated by the demand for increased space because of new <br />recreational activities such slow pitch softball and soccer, the <br />increased need for -rril systems and the increased needs from <br />industry. Dahlgren testified that it was reasonable for the City <br />to consider a change in policy now because the original bond <br />issue has been paid off and the City's reeds are changing Ind <br />expanding. Dahlgren asked that the commission give direction to <br />staff so that a specific ordinance could be prepared for <br />commission consideration at a future meeting. <br />Bob Bierschied testified that people working in the community <br />are placing an increasing load on the system, that the park <br />infrastructure is aging and that the redevelopment cost is <br />extensive. Bierschied summarized other City's requirements and <br />stated there is a definite need for the increased funds and land <br />that this ordinance amendment could provide. <br />Rog stated that the City has lost recreational spaces and <br />facilities because of a loss of 7 schools. Rog stated that it is <br />time to reconsider the City's policies to make the City a better <br />place to live. Rog added that the park dedication fees seem to <br />be the way to do it without placing the burden on the general <br />taxpayer. <br />
