PLANNING REPORT <br />DATE: 1, February 1989 <br />CASE NUMBER: 1874 <br />APPLICANT: City of Roseville <br />ACTION REQUESTED: Zoning Ordinance Revisions <br />Pertaining to Outside Display <br />of Merchandise <br />i <br />PLANNING CONSIDERATIONS: <br />1. Please refer, if you wish, to previous planning reports on this subject <br />dated June 1 and December 7, 1988 and J :-,?uary 4, 1989. Each of you <br />has received copies of the minutes f:.om the last Planning Commission <br />meeting which summarizes the ideas and direction resulting from the <br />public hearing and discussions among the Planning Commission Members <br />and Stiff. The following is a suggested amendment version for Section <br />8.190 of the Roseville Zoning Ordinance entitled "Enclosure of Certain <br />Businesses Required": <br />All business, storage, service, repair or processing, or merchandising <br />display shall be conducted wholly within an enclosed building or behind a <br />solid fence not less than 5 feet high, except for the following uses and <br />in accordance with conditions herein specified: <br />a) Off-street parking and loading where permitted as accessory uses. <br />b) Storage, maintenance and merchandising display of landscape plant <br />materials. <br />c) Display of automobiles and trucks where accessory to authorized <br />principle uses. <br />d) Storage and display of merchandise contiguous to a .freestanding, <br />unattached retail store, rental store, and/or service station to <br />include only such items for sale to the public of such a bulk or <br />weight that it is a convenience to the customer to be displayed <br />on the exterior of a structure subject to the following conditions: <br />1) Outside sales area shall not exceed 10 percent of the gross <br />sales floor area within the structure. <br />2) Merchandise to be located immediately contiguous to the <br />structure only. <br />3) Merchandise shall not be within any required side yard, or <br />extend more than 6 feet into the required front yard. <br />4) Merchandise shall not occupy any designated parking area. <br />5) Merchandise shall be displayed during normal business hours <br />only and shall be stored inside the principle structure during <br />non business hours. <br />6) Maximum height of merchandise shall be 6 feet. <br />7) Merchandise stored or displayed shall be limited to items of <br />such bulk, mass, and weight so as to constitute a <br />convenience to the customer to be displayed on the outside <br />
