BRIDGE October 18, 1988 <br />SCOTTB.CROSSMAN <br />Mr. Craig Waldron <br />Director/Economic Development <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />Re: Tax Increment Financing <br />Our File No. 1011.19 <br />Dear Mr. Waldron: <br />You inquired yesterday, substantially the following: <br />What is the effect of the planning commission <br />of the City of Roseville moving to "table" a <br />recommendation to approve a tax increment <br />financing? <br />We are aware of no statute of the State of Minnesota or ordinance <br />of the City of Roseville requiring that the planning commission <br />of the City of Roseville consider the tax increment financing <br />plan. This includes establishing any tax increment financing <br />district or related type district. <br />Minnesota Statutes do require that amendments to the zoning <br />ordinances be referred to the City planning commission. <br />Minnesota Statutes 5462.357, subd. 4: <br />"...Subd. 4 Amendments. An amendment to a <br />zoning ordinance may be initiated by the <br />governing body, the planning agency, or by <br />petition of affected property owners as defined <br />in the zoning ordinance. An amendment not <br />initiated by the planning agency shall be <br />referred to the planning agency, if there is one, <br />for study and report and may not be acted upon by <br />the governing body until it has received the <br />recommendation of the planning agency on the <br />proposed amendment or until 60 days have elapsed <br />from the date of reference of the amendment <br />without a report by the planning agency." <br />s „ <br />
