PLANNING REPORT <br />DATE: 1 June 1988 <br />CASE NUMBER: 1859 <br />APPLICANT• Roseville Parks and <br />Recreation Department <br />LOCATION• Northerly of County Road <br />C-2, Easterly of Fairview <br />(see sketch) <br />ACTION REQUESTED: Approval of Special Use <br />Permit for Gymnastics School <br />PLANNING CONSIDERATIONS: <br />1. For over twenty years the Parks and Recreation Department has <br />conducted gymnastics classes at Parkview School. For most of those <br />years this was done without a lease arrangement, utilizing available time <br />of the gymnasium facilities. Recently, the use of this space for <br />gymnastic purposes has been handled by a lease. Now the lease has <br />been canceled and it has become necessary for the Parks and <br />Recreation department to seek other space for the accommodation of <br />the gymnastic classes. <br />2. Bob Bierscheid, Recreation Director, informs us that they propose to <br />lease 71200 square feet of space from the Roberts people who recently <br />built a new office warehouse building on the northeast corner of their <br />space contiguous to Langton Lake Park. He further informs us that <br />wit}-7 the approximately 30 to 35 students on the premises at any one <br />time, arrangem nts have been made through the building department to <br />properly handle fire exits and other life safety requirements. <br />3. Attached is a copy of the drawing illustrating the building and the <br />space within the building to be utilized for the gymnastics classes. <br />Also attached is a larger scale drawing showing the space within a <br />portion of the structure. Access to this property is via an easement <br />off of County Ro,: d C-2. "Health clubs, physical culture, and health <br />service facilities" are listed as a Special Use in the Industrial zone. <br />Therefore, a Special Use Permit is required for the occupancy of this <br />structure for gymnastic class purposes. It would appear that the use of <br />this structure for this purpose will be appropriate and reasonable. Mr. <br />Bierscheid informs us that they have a two year lease, afterward the <br />arrangement may be continued or perhaps moved elsewhere. Mr. <br />Bierscheid will be present at the Planning Commission and Council <br />hearings to answer questions regarding this proposal. <br />
