EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />Pursuant to due call and notice thereof a Regular Meeting <br />Ramseyof e <br />City Council of the City of Roseville, Coy <br />Minnesota was duly held on the 25th day of July, 1988, beginning <br />at 7:30 p.m. in the Council Chambers. <br />The following members were present: Cushman, Kehr, Johnson, <br />Matson and Rog. Nc, members were absent. <br />Member moved that the following resolution denying <br />Gerald Kaufhold's request for a comprehensive plan change from <br />school to low density residential and park and application for <br />preliminary plat at 1130 Country Road B be adopted. <br />RESOLUTION NO. <br />DENIAL OF REQUEST <br />FOR <br />COMPREHENSIVE <br />AND PRELIMINARY FROM <br />LAT SCHOOL <br />1130 <br />LOW DENSITY RESIDENTIAL <br />COUNTRY ROAD B. <br />WHEREAS, Gerald Kauf hold is the owner of or has an interest <br />in certain property in the City of Roseville located at the <br />Southwest corner of County Road B and Lexington Avenue, and has <br />filed an application for a comprehensive plan change from school <br />to park and low density residential and for a preliminary plat; <br />and <br />WHEREAS, the City Council for the City of Roseville has <br />received a report from a professional planner retained by the <br />City that the proposed plat does not provide a long term plan for <br />the use of the total site; and <br />WHEREAS, the City has received f:com the Parks Commission a <br />report that the park dedication in the proposed plat is un- <br />suitable and inconsistent with the city's park plan; and <br />WHEREAS, the applicant has twice before applied for rezoning <br />of the site to permit business uses, which applications have been <br />denied; and <br />WHEREAS, the City Council for the City of Roseville has <br />determined, based on the reports, other evidence and testimony at <br />the hearing that the following facts are true: <br />1. The applicant has failed to provide a long term plan for <br />the total, entire site. <br />2. it is in the best interests of the city to consider and <br />approve the use of the entire site as a total concept, rather <br />than piecemeal. <br />
