• i C <br />PLANNING REPORT <br />DATE: <br />CASE NUMBER: <br />APPLICANT: <br />LOCATION: <br />ACTION REQUESTED: <br />6 April 1988 <br />1831 <br />Fine Associates/Investors <br />Savings Bank <br />Northeast Corner of County <br />Road C and Snelling Avenue <br />(see sketch) <br />Request for Special Use <br />Permit, PUD Plan <br />Amendment, and Division of <br />Lot <br />PLANNING CONSIDERATIONS: <br />1. Fine Associates have planned and are in the process of developing the <br />9.16 acre tract in the northeast quadrant of County Road C and <br />Snelling Avenue. As you know, the first building of the approved PUD <br />was constructed last year and is occupied by Slumberland (far northwest <br />corner of the site). They propose now to build the second building <br />which is a two story 'bank and office building as proposed in the <br />original approved PUD. The proposed location is as originally approved, <br />except that the building is turned 90 degrees, as you will note in the <br />site plan as subrnitted. <br />2. The application consists of two parts. First, there is the overall site <br />considerations which are illustrated in two drawings. One is a revised <br />PUD plan for the entire site as prepared by KKE Architects and a <br />ground sign proposal common to the three building sites accessible off <br />of the existing access road (east side of Slumberland). This drawing <br />prepared by Sign Consultants Inc. illustrates two options for the design <br />of a ground sign to be 6 feet high and 4-1/2 feet wide, to be located <br />at the westerly corner of the frontage road and the access driveway. <br />3. The second part of the application deals with the specific development <br />of the bank and office building for the Investors Savings Bank. This <br />application is accompanied by five sheets of drawings prepared by Arvid <br />Elness Architects, Inc. and a series of three sheets prepared by the Sign <br />Consultants indicating the signage proposal for the bank site. Each of <br />these sections are also accompanied by the Arvid Elness Office, copies <br />of which are attached. <br />Y <br />4. With respect to the overall design of the 9.16 acre site, we have <br />attached a copy of the previously approved overall plan. You will note <br />that the basic plans are similar, except that more property is being <br />utilized for the proposed Third Stage Building which is to be a three <br />story office building. In the event that the Residence Inn is not <br />constructed, it would appear appropriate that the driveway providing <br />I b <br />access to the three buildings (other than the Residence Inn) cou e <br />extended as a loop road connecting the Snelling Avenue frontage road. <br />
