GENERAL BACKGROUND <br />Elder Homestead is a full service parsonal care facility for <br />elderly residents. The concept was developed by AltcaLe (a <br />joint venture of General Mills and the Wilder Foundation). <br />A prototype facility was built in Minnetonka and opened in <br />September of 19861. The prototype facility is now full and <br />has a waiting list. This project in Roseville will be the <br />second Elder Homestead project and is the first in a large <br />number of Elder Homesteads which will be built across the <br />country. This project in Roseville as well as future <br />Elder Homesteads will be owned by a joint venture partner- <br />ship which includes Liberty Real Estate Corporation ( a <br />subsidiary of Liberty Mutual Insurance), Stanford Shuster, <br />Charles Shuster and Richard Webb. <br />The property on which this new, Elder Homestead is proposed <br />is now owned by Mr. Arthur Shuster. Mr. Shuster owned and <br />managed Lake Ridge Health Care Center (across the street <br />from the subject) for approximately 20 years. Lake Ridge <br />Health Care Center is a 240 bed private pay nursing home <br />which has enjoyed the reputation of being among the finest <br />facilities in the Twin Cities. Mr. Shuster purchased the <br />subject property in 1977 with the vision of someday develop- <br />ing such a facility as the Elder Homestead. <br />
