You are all aware of the recent construction of the "Solar Wash", a car <br />wash and office facility at 1315 West Larpenteur, developed by Dorothy <br />and Rodney Brannon. Though the car wash and office structure (the <br />offices are on the second floor) have the required parking capacity, the <br />owners and operators (the Brannon's) feel that additional space to the <br />rear of the structure for parking and the maneuvering of vehicles <br />entering the parking bays would be helpful to their operation. <br />Therefore, they have made an arrangement with Richard Coverdale, the <br />owner of the property to the north, to acquire the southerly 68 feet of <br />his land, except for the westerly 25 feet. This has been laid out so as <br />to accommodate 15 car space, and has been done in accordance with <br />the City codes relating to curbing, size, spacing, and access. <br />2. The land to the north of the car wash site (the property in question) is <br />zoned R-61 contains 722680 square feet of land, and is occupied by a 12 <br />unit residential structure. The R-6 zone requires 4,000 square feet, <br />therefore, the required land area for the structure is equal to 48,000 <br />square feet. <br />3. The southerly portion of the Coverdale site appears to be nonessential <br />to the occupancy of the land with a 12 unit building and, obviously, <br />exceeds the land area requirements for the structure as built. <br />Therefore, the application proposes the division of this piece of land <br />containing 13,439 square feet and the rezoning of the land to B-1. <br />This is a more restricted business zone with uses limited principally to <br />offices and similar services. A recent amendment to the zoning <br />ordinance allows for the use of zoned land to be utilized to serve a <br />B-3 purpose (the land to the south is zoned B-3) by a Special Use <br />Permit. Thus, the applicants are applying for the rezoning o; the land <br />and the approval of a Special Use Permit for parking purposes in <br />accordance with plans submitted. <br />4. Attached is a sketch showing the property <br />the zoning pattern in the area. You will <br />wer,t of the original Coverdale property is <br />most lot of this strip of land zoned R-4 <br />feet of frontage and a depth of 180 feet, <br />in question as it relates to <br />note that the land to the <br />zoned R-4. The southerly <br />is vacant. The lot has 93 <br />equalling 162740 square feet. <br />
