The question is pertinent in this case because if the City <br />rezones the land from R-1 to B-2 for Post Office purposes <br />(Parcel A), by the time the Post Office elects to purchase <br />and build, the site could have been reused for other <br />purposes permitted in the B-1 District. Public buildings <br />are a permitted use in the B-2 District. <br />12. Another option the City may which to consider is amending <br />the zoning ordinance to allow a Post Office in a B-1 <br />District. If the potential Post Office property were <br />rezoned to a B-1 District, its potential reuse for other <br />uses would be more restricted in Limited Business District <br />versus in the B-2 District which allows a broad range of <br />retail sales and. service. <br />13. We also suggest that the actual appearance and the <br />detailed development proposal for the Post Office building <br />itself will be of interest. Mr. Dunwell has indicated his <br />intent to submit pictures of similar structures that have <br />been constructed in the Metropolitan Area, one of which is <br />in the City of White Bear. Normally, of course, in this <br />part of the country, rezoning proposals are accompanied by <br />more specific development plans including elevations of <br />the proposed structures, use of materials, etc. Perhaps <br />additional information can be obtained through the <br />cooperation of the Post Office and the efforts of the <br />architect prior to a final decision. <br />14. Parcel B in the development proposal includes the <br />retention of the existing, older portion of the original <br />school with 8,600 square feet. Added to this would be a <br />6,000 square foot, one story structure which would <br />accommodate the Rose Gallery operation. Parking for this <br />square footage at 5 spaces per 1,000 (for retail or <br />office) would be 73 cars. A lot consisting of 128 cars i <br />proposed. The applicants indicate that this parking <br />capacity is utilized on Wednesday evenings only at which <br />time it is proposed to take place for the gallery. We <br />understand a preliminary auction takes place frequently o <br />Tuesday evenings involving a lesser crowd. The remainder <br />of the time, the space is usually unused. <br />Mr. Kaufhold has proposed an agreement with the City <br />whereby except for these peak hour uses, this parking <br />space would be available for recreational parking related <br />to the proposed park area to the south and west. <br />15. The site for the existing school building to be retained <br />and the 6,000 square foot Rose Gallery addition is <br />proposed to be zoned B-2. The exact line of this rezoning <br />is not indicated on the plan. The parking area serving <br />the structure is proposed to be rezoned B-1. The <br />0 <br />
