This property is owned by Mr. and Mrs. Daniel Kunin, and is rented <br />by Outcomes, Inc. for use as a licensed foster home for three young men <br />with autism. <br />The original four -foot fence was replaced by a six-foot fence for the <br />safety of the residents, who have little or no cognizance of the danger of <br />traffic. The house, on a corner lot, is bordered on the west by Western <br />Avenue, and on the north by Oakcrest Avenue. Although the traffic on these <br />streets is not heavy, the traffic on Western Avenue often appeared to be <br />faster than the speed limit, and we felt that the more protective six-foot <br />fence was imperative. <br />We were not aware of the fence construction codes in Roseville until <br />the City Inspector visited the premises in July. Following a meeting with <br />Mr. Howard Dahlgren, City Planner, we submitted an application for a minor <br />variance, however; we were unable to obtain the required signature of <br />approval from one of the neighbors. In discussing this matter again with <br />Mr. Dahlgren, I was advised as to the additional procedures necessary to <br />apply for a regular variance. In accordance with his instruction I am <br />submitting the following additional items to your attention: <br />1. a check for $75.00 which, together with our original check for <br />$25.00 totals the amount required for regular variance <br />applications, and <br />2. a Zoning Report prepared by the Metro Title Corporation, listing <br />all property owners within 250 feet of 388 Oakcrest Avenue, <br />legally described as Lot 1, [flock 4, Western Hills. <br />Regarding documents previously submitted, I would like to call your <br />attention to an error in the Site Plan/approval signed by Mr. Whitney J. <br />
