t TWIN CITIES SOCIETY <br />T <br />FOR CHILDREN AND ADULTS <br />C* WITH AUTISM, INC. <br />SAC OUTCOMEs, INC. <br />i <br />STATEMENT OF NEED <br />The property at 388 Oakcrest, Roseville, was purchased by Mr. and Mrs. <br />Daniel Kunin as a residence for their son and two other disabled young men. <br />Outcomes, Inc:.-, the non-profit service corporation of the Twin Cities Society <br />for Children and Adults with Autism, Inc. will be renting this property from <br />the Kunins, and has contracted with Ramsey County to provide 24 hour super- <br />vision, training and management of these young people. The home is a licensed <br />foster home; not a group home. <br />;r <br />The syndrome of autism is a neurological disorder involving a very complex <br />set of symptoms. One characteristic inherent in autism involves perceptual <br />deficits; essentially, people with autism often perceive danger in very harm- <br />less situations, while, conversely, they have no concept of danger in very <br />real situations. For example, should they wander away from the premises they <br />are likely to ignore traffic or other hazards. <br />As a part of our rental agreement, Mr. and Pars. Kunin generously offered <br />to cover the cost of any modifications or adapt-Lons to the premises deemed <br />necessary by our organization. Given the risks involved in residents' leaving <br />the premises unsupervised, the four -foot picket fence was replaced with a six <br />foot privacy fence. The privacy fence was assumed to be more difficult for <br />our young adults to climb than a cyclone fence of the same height. In addi- <br />tion, we felt that, particularly when stained and color coordinated with the <br />house, it would be far more attractive than a six-foot cyclone fence. <br />Until the City Inspector stopped at the home recently, we were unaware <br />that the six-foot fence was out of compliance with Roseville City codes. In <br />light of the critical safety issues involving our residents, we respectfully <br />request favorable consideration for our minor variance application, to allow <br />the fence to remain as is. <br />Renee Moen,' <br />{ <br />253 E.
