PLANNING REPORT <br />DATE: 7 October 1987 <br />CASE NUMBER: 1796 <br />APPLICANT• Housing Alliance <br />LOCATION• South of County Road B, <br />Easterly of Dale Street (see <br />sketch) <br />ACTION REQUESTED: Variance to Sign Setback <br />PLANNING CONSIDERATIONS: <br />1. As you will recall, the Villa Park senior citizens development is south <br />of County Road B and immediately east of the park area, a portion of <br />which was dedicated by this developer. The project originally consisting <br />of . 100 units and constructed in two stages now consists of 97 units, <br />since 3 of the units have been combined to produce larger luxury <br />apartments. <br />2. The development has 400 feet of frontage on County Road B and 300 <br />feet of frontage mainly to the west dedicated for park purposes to the <br />City of Roseville. <br />3. The applicant now proposes to construct a ground sign to identify the <br />development off of County Road B. Attached are copies of three <br />drawings illustrating the location, front and side elevations, and a <br />section of land indicating the location as it relates to the grades and <br />setback from the public right-of-way. You will note that the grade <br />drops rapidly from the sidewalk on the south side of County Road B. <br />For this reason, they propose to place the ground sign (sometimes <br />referred to as a monument sign) to within 10 feet of the public <br />right-of-way versus the required 30 feet. You will note that the sign <br />is quite low and relatively small. The height to the tip is 4 feet 6 <br />inches and the length of the sign is 8 feet. There is an additional 16 <br />feet of brick work upon which the sign is mounted. <br />4. It appears that the problem of the grade could be corrected if the sign <br />was constructed substantially higher. However, it would appear that the <br />sign would likely have more aesthetic appeal being kept lower to the <br />ground as proposed and at a reduced setback. In the past it has been <br />the City's policy to allow such a ground sign to be closer to the public <br />right-of-way even though there may be no grade problem. If the <br />ground sign is in lieu of a pylon sign, the ground sign concept produces <br />a better visual affect. It would appear that in view of the grades and <br />the scale of the sign, this would be an appropriate solution. <br />5. The request is for approval to a variance to the required setback <br />reducing the setback from 30 feet to 10 feet. <br />6. The Engineering Staff informed us that an easement for sidewalk and <br />road purposes along this frontage is yet to be completed. This was a <br />part of the original approval of the project. The papers have been <br />prepared and may well have been signed by the time of the Planning <br />Commission hearing. If not, this could be discussed with the applicant. <br />at the hearing. <br />
