Where business development is contiguous to a residential zone in the <br />City of Roseville, a minimum 10 foot transition strip is required to <br />include a screen fence between 6 feet and 6 feet 6 inches in height. <br />Such a fence was proposed and approved as a part of the overall <br />development plan for the new shopping center recently constructed on <br />this site. <br />2. In meetings with the contiguous neighbors to the west whose back yards <br />are adjacent to the back lot land of the shopping center, they expressed <br />a strong desire for the fence to be 7 feet high. If that is the case, <br />it would appear that raising the fence height to 6 inches is <br />inconsequential and would not have a deleterious effect on the welfare <br />of the community. If the impacted neighbors feel that a 7 foot fence <br />improves the effectiveness of the transition between the business and <br />the residential area, such a request surely merits a serious <br />consideration. <br />3. The Staff <br />informed us that the easement will <br />be prepared in a matter of days <br />and may be accomplished prior to <br />the Planning Commission hearing <br />date. <br />6. The request is for a variance to fence <br />height from 6 feet 6 inches to <br />7 feet, which may be conditional upon the easement procurement if that <br />has not been accomplished to date. <br />This is not to suggest that the <br />applicants have resisted the easement <br />which was willingly proposed as an <br />ingredient in the original development <br />approval application. <br />
