6. Complete Legal Description of Property Involved: <br />According to Certificate of Title No. 225350, that part of the East 660 <br />feet of the North Half of the Northeast Quarter of the Northeast Quarter <br />of Section 15, Township 29, Range 23, lying North of the South 30 feet <br />thereof, according to the U.S. Government Survey thereof; subject to <br />easements of record. See Exhibit A. <br />10. What plan or change makes this request necessary? <br />The applicant is requesting that the Comprehensive Land Use Plan be <br />amended and the existing school property be rezoned in accordance with the <br />attached preliminary plat to allow for adaptive reuse of the existing <br />school building and new development of the remaining vacant land for <br />commercial purp,.�sas. <br />The commercial use of this property is very compatible with the adjacent <br />commercial properties along County Rd. B and Lexington Ave. and would <br />enhance their business potential while creating additional tax base for <br />the city. <br />The existing school building could be easily converted into an antique <br />shopping mall facility with classrooms used for dealer display and sales <br />areas. The vacant land at the S.E. corner of the property could be'de'- <br />veloped into a compatible mixed use building containing an auction house <br />and associated office space. Retaining the S.W. corner of the property <br />for use as a city park would provide a buffer to the residential area and <br />be a valuable asset to the total park system for the community that was <br />envisioned in the Comprehensive Land Use Plan. <br />11. What is the expected effect of the proposed change? (For example, on <br />property values, health, safety, parking, traffic conditions, etc.) <br />It is anticipated that the adjacent properties would increase in value as <br />a result of the proposed development. There would be no adverse affect <br />on the health and safety of the public, area residents or property users <br />because all codes and ordinances will be met. Adequate parking will be <br />provided for all commercial users. Traffic conditions will actually <br />improve because parking will be contained on the site and the heavy bus <br />traffic that accompanies the present school use will be eliminated. Also <br />access will be controlled to only one curb cut along the Lexington Avenue <br />side and no business traffic will occur on Eldridge Avenue as a result of <br />the proposed development. Beautifully landscaped buffer areas and removal <br />of delapitated existing structures will enhance the visual impact from <br />the residential neighborhood. <br />
