SE' <br />cc <br />COUNTY <br />OF LOCAL <br />CAPITOL COUNTY <br />OF MINNESOTA <br />Arden Hills <br />r <br />7LJLJ <br />M <br />LEAGUE <br />GOVERNMENTS <br />183 University Avenue East <br />St. Paul, Minnesota 55101 <br />(612) 227-5600 <br />RESOLUTION REGARDING <br />PROPOSED RAMSEY COUNTY CHARTER COMMISSION STUDY <br />WHEREAS, the Ramsey County Charter Commission was <br />Falcon Heights formed specifically to study the issue of a charter form <br />Gem Lake of government; and <br />Lauderdale <br />WHEREAS, the Ramsey County League of Local <br />Little Canada <br />Governments (RCLLG) supports that charge; and <br />Maplewood <br />WHEREAS, the consolidation issue was considered <br />Mounds view <br />and rejected in 1973 by the Local Government Study <br />Commission of Ramsey County which had been charged by <br />New Brighton <br />the State Legislature Oto study the structure, functions <br />North oaks <br />and operations of all governmental units and bodies <br />within the said county" and to determine the need for <br />N.St. Paul <br />"consolidation, separation, addition, removal or other <br />Ramsey Counts <br />revision" of these units of government; and <br />Rowille <br />WHEREAS, the two issues (charter and consolidation) <br />St. Anthony <br />are separate, and the passage or failure of one might <br />unduly influence the passage or failure of the other; <br />St. Paul <br />Shoreview <br />NOW, THEREFORE, BE IT RESOLVED by the RCLLG that <br />any additional study of a consolidated government <br />Vadnais Heights <br />structure for Ramsey County be conducted by an <br />White Bear Lake <br />independent, separate committee established for that <br />purpose; and <br />White Bear To%nship <br />BE IT FURTHER RESOLVED that the new committee focus <br />on investigating consolidation of services and not <br />individual governments, and that representatives of the <br />local governments be directly involved in the study. <br />The committee could gain valuable information from <br />studying the joint powers agreements that local <br />government units have formed in the past, whether they <br />were successful and why they succeeded, or whether they <br />failed and why. <br />Adopted by the Ramsey County League of Local <br />Governments this 20th day of April, 1988. <br />Vice President President <br />
