Attached is a copy of <br />a section map of the <br />Midway Acres plat as <br />initially platted by the <br />Gluek Brothers back in <br />the early <br />1950s. You <br />will note that we have <br />shaded Lot 4 which is owned by <br />the applicant, <br />Dr. House. The lot contains 1.77 acres with a <br />frontage on <br />Gluek Lane <br />South of 558 feet. <br />Obviously, however, that <br />frontage <br />is somewhat <br />misleading in the sense <br />that the lot is triangular shaped <br />of which the <br />558 feet is the longest <br />leg. <br />2. Dr. House purchased the land in 1975 and has built a large home on <br />the site near the westerly side of the property. He proposes at this <br />time to divide the lot into two lots creating a new building site on <br />approximately the easterly one-third of the property. This lot will have <br />frontage of 290.96 feet with a lot area of 26,318 square feet or 0.60 <br />acres. Enclosed is a drawing illustrating the proposed division of the <br />lot, the existing home of Dr. House, and the outline of a proposed <br />structure to be built on the new site. The drawing illustrates the new <br />home to be constructed 35 feet from the front lot line which, in this <br />case, would be required to be 40 feet since the contiguous house is <br />setback substantially more. This can be changed through the process of <br />a minor variance, though the actual development of the plan may be <br />such that the 40 foot setback requirement can be adhered to. The <br />garage can, in fact, extend 3 feet into the setback requirement line. <br />Therefore, the net setback would be 37 feet. <br />3. Dr. House has <br />noted to the staff that <br />he has <br />met with all of <br />the <br />owners in the <br />Gluek Lane area and that they react <br />positively to <br />his <br />proposal. It <br />would appear from an <br />aesthetic <br />standpoint that <br />the <br />addition of a house on this site will not <br />have a <br />deleterious impact <br />on <br />the residential <br />area. The vast frontage <br />of this <br />triangular site, as <br />it <br />exists, sets up <br />a considerable distance between the <br />residences. From <br />the community <br />standpoint, the asset is <br />that it <br />provides another fine <br />residential site <br />in Roseville. <br />4. The Engineering Staff has informed us that a portion of the lot is <br />utilized for storm water storage purposes. The staff notes that this <br />capacity for storage has to be maintained somewhere on the site, <br />though the exact location of the ponding area may be changed. <br />
