Lundquist <br />LOCATION: <br />Northeast Corner of Hamline <br />and Larpenteur Avenues (see <br />sketch) <br />ACTION REQUESTED: <br />Approval of Variance to <br />Fence Height <br />PLANNING CONSIDERATIONS: <br />1• Last year the Planning Commission and Council reviewed and approved <br />the redevelopment of the business site at the northeast corner of <br />Hamline and Larpenteur Avenues. The new building was constructed to <br />house two automobile oriented businesses, that of Tires Plus and <br />Precision Tune. Following the occupancy of the structures, the Tires <br />Plus people indicated their need for a place to store their used tires. <br />Fencing regulations allow for a 48 inch high fence in the front yard <br />(within 30 feet of the public right-of-way), but not a fence 8 foot high <br />as proposed here. The applicant is, therefore, applying for a variance <br />so as to be able to construct this enclosed storage area which will also <br />house the trash receptacle. <br />2. Attached is a copy of a statement from the applicant and a series of <br />three drawings illustrating the details of the proposed fenced in storage <br />area. You will note that the required setbacks for parking to the <br />public right-of-way (15 feet) has been adhered to in the planning and <br />development of this site. In addition, the applicant proposes to dedicate <br />an additional 10 feet of right-of-way for Hamline Avenue as required by <br />County standards. However, the engineering staff informs us that the <br />actual document dedicating the 10 feet has not been secured by the <br />City at this point. <br />4. It would appear that in this case the development of the enclosed <br />storage area will be appropriate since no line of sight traffic problem <br />exists here. The old development on this site had the <br />to the right-of-way which, in this case, has been moved 10 feetrifurther <br />to the east. In other words, the parking has been moved back a <br />distance of 25 feet further than it was originally (10 feet of dedication <br />Plus 15 feet of setback). It would appear that the proposal is <br />reasonable with the condition that the applicant complete the transaction <br />dedicating the additional right-of-way on Hamline Avenue to the City. <br />
