TO: Jim Andre <br />FROM: Bruce E. Ryden.__ <br />SUBJECT: Hydrocarbon spill at Rice Street Shopping Center Project <br />We have received notice from STS Consultants, Ltd. that they have detected <br />what appears to be an old fuel oil spill at the former Kath Auto on Rice <br />St. between County Road B-2 and Transit. I have attached a copy of their <br />report for your information. <br />The have rquested permission to temporarily stockpile the material on site <br />until the MPAC gives them final approval of disposal plans. I informed them <br />thatI was of the opinion that this was appropriate action to take but would <br />require them to completely cover the pile with plastic to prevent leaching <br />of the fuel into the pond just west of the site. They are agreeable to this <br />and have assured us that every effort will be made to prevent any further <br />enviromental damage. <br />This contamination is not serious in terms of large quanities of hydrocarbons <br />but does present a hazard to the water table unless correction efforts are <br />taken. I will let you know what the MPCA's fianl order is and will monitor <br />the remedial actions to insure the public's safety. <br />July 15, 1987 <br />cc: Craig Waldron <br />
