PLANNING REPORT <br />DATE: 4 February 1987 <br />CASE NUMBER: 1726 <br />APPLICANT: Thomas L. St. Martin <br />LOCATION: Northeast Corner of Dale <br />Street and Shryer Avenue (see <br />sketch) <br />ACTION REQUESTED: Approval of Preliminary Plat <br />PLANNING CONSIDERATIONS: <br />1. Thomas St. Martin proposes to purchase the easterly 100 feet of two 76 <br />foot lots located at the northeast corner of Dale Street and Shryer <br />Avenue. The owners of the two lots effected are Leo P. St. Martin <br />and Donald A. Machgan. <br />2. Attached is a copy of the proposed division as submitted by the <br />applicant. You will note that the newly created lot will front on <br />Shryer Avenue with 100 feet of frontage and a land area of 15,200 <br />square feet. The remainder of the two original lots, after dedication of <br />10 additional feet for Dale Street, will be 11,900 square feet with a lot <br />depth of 157 feet. Obviously, the new lot far exceeds the minimum lot <br />standards in both width and lot area, though the new corner lot is <br />below the standard lot width and lot area. <br />3. The lots in the immediate area of the property are 75 feet in width as <br />indicated on the attached copy of the section map. Obviously, the new <br />lot could be made smaller increasing the depth of the westerly lots. <br />These lots, however, have a depth of 157 feet which is substantially <br />more than the typical 135 foot depth normally considered optimum for a <br />typical Roseville lot developed at ordinance standards. <br />4. Mr. St. Martin, the applicant, informs us that he proposes to build a <br />house for himself in the newly created lot. The Planning Commission <br />and Council may wish to question the need for the 100 foot lot, though <br />this would not appear to be a significant factor. <br />5. The applicant is applying for a minor variance for the corner lot <br />because the existing house is 28 feet from the south property line (30 <br />foot required) and the garage is 6 feet from the south property line. <br />You will note that the existing house to the east of the newly created <br />lot is setback 45.3 feet from Shryer Avenue. This would normally <br />require a new house to be constructed on the new lot (Lot 3) and be <br />setback a minimum of 40 feet. The location of the proposed home will <br />be handled as a minor variance. <br />6. The request is for approval of a Preliminary Plat to which a condition <br />may be added requiring dedication of the 10 foot of right-of-way as <br />proposed. <br />
