• <br />December 31, 1986 <br />Roseville City Council <br />Roseville City Hall <br />2660 Civic Center Drive <br />Roseville, Minnesota 55113 <br />Re: Development of Halverson Property, <br />Snelling Avenue, North of McDonald's <br />Gentlemen: <br />• <br />This letter serves as an explanation of our proposal to develop the above referenced <br />property. Currently, the northeast portion of the property contains a "Mr. Donut" <br />donut restaurant which is inefficiently located on the site and is functionally obsolete. <br />We propose to replace the Mr. Donut restaurant with a Kentucky Fried Chicken <br />restaurant as shown on the enclosed site plan. <br />The development incorporates the following: <br />I. Adherence to the amended off-street parking ordinance for restaurants dated <br />January 13, 1986. <br />2. Coordination with the Minnesota Department of Transportation in terms of <br />the new Snelling Avenue frontage road alignment to the west. <br />3. Significant new landscaping and planting to beautify and unify the site with <br />surrounding areas. <br />4. A new pylon sign to be located eonsistant with existing sign setbacks in the <br />area. The illuminated sign with non -rotating bucket, is similar to the sign <br />shown in the attached photograph (Photo Q. <br />5. New site, building and building identification lighting with 'directed' type <br />fixtures which will not cast direct light onto adjacent buildings or properties. <br />See attached photograph for example (Photo B). <br />6. Illuminated traffic flow directional signs, similar to signs depicted in the <br />attached photograph (Photo Q. <br />7. Exterior building materials shall be brick walls with slate -like mansard shingles <br />and extensive use of superior quality wood trim. See attached photograph <br />for example (Photo A). <br />8. Trash enclosure, as located on plan, shall be constructed of decorative brick <br />walls to match main building. <br />The undersigned applicant is committed to making this restaurant the most attractive <br />and best maintained facility of its kind within the state. This applicant currently <br />operates an extremely successful Kentucky Fried Chicken restaurant in Forest Lake, <br />Minnesota and is backed by the popular, worldwide KFC organization. <br />We are convinced that the development program significantly improves the existing <br />conditions of the site.
