• December 31, 1986 Roseville City Council Roseville City Hall 2660 Civic Center Drive Roseville, Minnesota 55113 Re: Development of Halverson Property, Snelling Avenue, North of McDonald's Gentlemen: • This letter serves as an explanation of our proposal to develop the above referenced property. Currently, the northeast portion of the property contains a "Mr. Donut" donut restaurant which is inefficiently located on the site and is functionally obsolete. We propose to replace the Mr. Donut restaurant with a Kentucky Fried Chicken restaurant as shown on the enclosed site plan. The development incorporates the following: I. Adherence to the amended off-street parking ordinance for restaurants dated January 13, 1986. 2. Coordination with the Minnesota Department of Transportation in terms of the new Snelling Avenue frontage road alignment to the west. 3. Significant new landscaping and planting to beautify and unify the site with surrounding areas. 4. A new pylon sign to be located eonsistant with existing sign setbacks in the area. The illuminated sign with non -rotating bucket, is similar to the sign shown in the attached photograph (Photo Q. 5. New site, building and building identification lighting with 'directed' type fixtures which will not cast direct light onto adjacent buildings or properties. See attached photograph for example (Photo B). 6. Illuminated traffic flow directional signs, similar to signs depicted in the attached photograph (Photo Q. 7. Exterior building materials shall be brick walls with slate -like mansard shingles and extensive use of superior quality wood trim. See attached photograph for example (Photo A). 8. Trash enclosure, as located on plan, shall be constructed of decorative brick walls to match main building. The undersigned applicant is committed to making this restaurant the most attractive and best maintained facility of its kind within the state. This applicant currently operates an extremely successful Kentucky Fried Chicken restaurant in Forest Lake, Minnesota and is backed by the popular, worldwide KFC organization. We are convinced that the development program significantly improves the existing conditions of the site. The most notable improvements are: building quality, aesthetics, and image; site lighting and amenities; vehicular and pedestrian traffic; and an increase in the tax base for the City.
