PLANNING REPORT <br />DATE: 5 November 1986 <br />CASE NUMBER: 1713 <br />APPLICANT: Reilly Tire Company <br />LOCATION: West Side of Fairview <br />Avenue, Southerly of County <br />Road C (see sketch) <br />ACTION REQUESTED: Amendment To Zoning <br />Ordinance <br />PLANNING CONSIDERATIONS: <br />1. The Reilly Tire Company occupies a 3.5 acre site on the west side of <br />Fairview Avenue, south of Pacific Mutual Door Company, a structure <br />formally occupied by Thermo -King Refrigeration and Repair Services. <br />They propose to expand the structure and add a tire recapping facility <br />known as the Bandag process. The architcctural, planning, and <br />engineering firm of BRW has prepared preliminary plans for the <br />expansion of the plant and the renovation of the site. An <br />accompanying brochure describes this proposal. <br />2. The Roseville Zoning Ordinance allows "tire recapping, but with no <br />exterior storage of tires, and provided that proper dust control measures <br />be installed and used" as a Special Use in the I-2 District. The Reilly <br />Tire Company property is zoned I-1. <br />3. The reason that tire recapping is traditionally carried as a Special or <br />Conditional Use in a general industrial district is that in the past such <br />a process included considerable heat, noise, and dust. The new process <br />for tire recapping, however, features chipping the access tire tread from <br />the core, rather than the former grinding method. Thus, it appears <br />that the process of recapping tires is considerably different today than <br />it was two decades ago. <br />4. The Reilly Tire Company utilizes the Bandag process in its plant located <br />in Savage, Minnesota. Therefore, Craig Waldron and Bruce Ryden went <br />to inspect that facility so as to ascertain its potential environmental <br />impact. Attached is a copy of a memo from Bruce Ryden to Craig - <br />Waldron regarding the results of their inspection. <br />5. Attached, also, are five sheets of the explanation and data relating to <br />the tire recapping and ventilating system to be utilized in the Roseville <br />location. The proposal, here, is to amend the ordinance so as to <br />provide tire recapping as a Special Use in the I-1 District. If that is <br />accomplished, the applicants will then be in a position to apply for the <br />Special Use Permit and the plant expansion and site redevelopment <br />described in the brochure. The staff suggests that change in the <br />ordinance may be appropriate due to the drastic change in the process. <br />It should be born in mind that when and if the Special Use Permit is <br />considered, that appropriate conditions regarding noise emissions may be <br />attached. <br />
