The property in question is currently occupied by Twin City Freight <br />Lines, who operate one of the newer and better trucking terminals at <br />this site. Previous conversations with the operators of the truck line <br />had indicated their intent to continue to occupy the site during a period <br />of time when more intensive uses would be developed in the tax <br />increment district to the south. They also indicated that they may <br />elect to move on if economic considerations suggest this to be <br />appropriate at some point in time. We note this only to indicate a <br />sense of surprise on the part of the Staff at the sudden decision <br />resulting in the redevelopment. of the land to 107,000 square foot retail <br />warehouse -type operation with a parking capacity of 750 cars (535 <br />required by ordinance). The proposed operator would be Price Savers <br />who is one of the merchandisers of this type who have recently entered <br />the Twin Cities market. <br />2. Attached is a written statement submitted by the applicant describing <br />the proposed operation accompanied by a series of eight reduced <br />drawings indicating the appearance of the building, site plans, landscape <br />plans, drainage plans, floor plans, and elevations of the structure. The <br />application is for a special use permit for approval of the site plan, a <br />procedure required in the B-4 zone to which this land was zoned as a <br />part of the overall tax increment program three years ago. The <br />purpose of the new Site Plan Review Program is to ensure that the <br />development of any one site will be well done and will not constitute <br />conditions or hazards that would have a deliterious impact on the <br />general public utilizing the site or other properties in the immediate <br />area. In this respect, we have informed the applicant of several serious <br />concerns that we have about the proposed site plan. The following is a <br />brief resume of these conditions about which we are principally <br />concerned. <br />
