U <br />Department <br />REQUEST FOR COUNCIL ACTION <br />oval: Manager Reviewed: <br />DATE: 10/13/86 <br />ITEM NO.: 96' /� <br />1 <br />Agenda Section: <br />Hearings <br />Item Description: Mar -Len Development Corporation request for Special <br />Use Permit and sign variance at 2550 Long Lake Road. <br />The Roseville Planning Commission, at its October 1, 1986 meeting, voted <br />five to one to deny the Mar -Len Development Corporation request for <br />Special Use Permit and sign variance at 2550 Long Lake Road, based on the <br />following findings of fact: <br />1. The site plan would have a deleterious impact on the general public <br />using the site, and/or other properties in the immediate area. <br />2. The site plan inappropriately places a series of seven loading bays <br />in the front of the structure. <br />3. A number of the truck loading bays will be inaccessible when other <br />bays are occupied. <br />4. Access to the principal parking lot to the east of the structure is <br />via a twenty-four foot parking access lane, which is unsafe. <br />5. The garage doors serving the center to the east open directly to <br />the access lane. <br />6. The development conflicts with the City's policy relating to <br />development in targeted areas. <br />7. Three driveways are proposed along Long Lake Road. The two at the <br />south end are too close together, and will represent a traffic hazard. <br />8. The southerly portion of the site is proposed to accommodate a double <br />row of parking at a significantly higher elevation than the rest of <br />the parking area. <br />However, at this point in time Mar -Len is substantially modifying its <br />site plan. In effect, a vastly different site plan is now being <br />proposed. Therefore, in order to allow proper review and analysis of <br />the new plans, it is necessary to refer this item to the November 5 <br />Planning Commission meeting. <br />COUNCIL ACTION REQUESTED: <br />Motion approving/denying referral of Mar -Len Development Corporation's <br />request for Special Use Permit and sign variance at 2550 Long Lake <br />Road, to the November 5 Planning Commission meeting, and continuing <br />the City Council hearing to November 10, 1986. <br />
