Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: February 20, 2024 ITEM: 5.a. <br />ITEM DESCRIPTION: GreenStep Cities and Gold Leaf Challenge Overview <br />Background <br />Minnesota GreenStep Cities is a voluntary challenge, assistance and recognition program to help cities <br />achieve their sustainability and quality -of -life goals. This free, continuous improvement program, managed <br />by a public -private partnership, is based upon a menu of 29 optional best practices. Each best practice can <br />be implemented, as decided by city elected officials, staff and community members, by completing one or <br />more actions at a 1, 2 or 3-star level, from a list of four to eight actions. These voluntary actions are tailored <br />to all Minnesota cities, focus on cost savings and energy use reduction, and encourage civic innovation. <br />Roseville is one of 147 cities and tribal nations throughout Minnesota participating in the GreenStep <br />program. Participating communities can achieve 5 levels (steps) of recognition. Roseville joined the program <br />in July 2014, achieved step 4 in 2020, and has achieved and maintained Step 5 since 2021. Maintaining <br />Step 5 requires a community to show continued improvement on at least three of many community metrics <br />related to energy usage, transportation, and environmental management. <br />The Gold Leaf Challenge is a new addition to the GreenStep Cities program, developed with an advisory <br />committee on which Roseville staff served in 2022, and piloted in 2023 with 11 Minnesota communities. This <br />program introduces 44 new high -priority, high -impact actions focusing on local climate action. Roseville <br />participated in 2023 as one of the 11 pilot communities. <br />Recommendation <br />Receive a presentation from Minnesota Pollution Control Agency staff about the GreenStep Cities Program <br />and Gold Leaf Challenge. <br />Attachments <br />1.
