Last month the Planning Commission considered the request for a
special use permit submitted by Paul Nelson for the Jim Trapp property,
which also houses Mr. Trapp's Cleanco operation. Attached is a copy of
the report from last month's meeting outlining the concerns. The
Planning Commission voted to table the matter to the July 2 meeting
and to Inform Mr. Trapp by letter requesting action on Items of
improvement not previously acted upon.
2. Craig Waldron, City Economic Development Director, sent such a letter
to Mr. Trapp on Juno S, 1986. No response was received from Mr.
Trapp, though Jim Range, who says he is Mr. Trapp's comptroller, came
to see us at City Hall last week. Craig Waldron has subsequently sent
a letter to Mr. Trapp dated June S, reminding Mr. Trapp of the
Planning Commission hearing on July 2 and requesting he be present to
respond to the City's concerns.
3. Jinn Range informed us at our meeting that Mr. Trapp had spent
$130,000 on the building in 1983. Improvements Included asphalting
portions of the driveway area, resurfacing and graveling other areas,
Insulating the Quonset Flut, removing old somi-trallers and over 100
empty barrels, adding a new roof and roof joints over clean coal true lk
bay, and adding now heaters, new lights, and new roll up doors.
Q. Mr. Range recognizes that other Improvements required by the City on
the site have not been done and he is at a loss as to how they might
be agreed upon in a matter so as to insure their accomplishmem. We
Informed him of our long history of attempts to get theso things done,
going back to 1972.
S. We suggested to Mr. Range that he have Jim Trapp come in to see us
so that we can agree on some method to insure that certain reasonable
things be accomplished.
