Edlund <br />Southwest Corner of Skillman and <br />Snelling Avenues (see sketch) <br />Approval of Special Use Permit for <br />Planned Unit Development and <br />Variance to Parking Location <br />1. James Edlund has operated his successful State Farm Mutual Insurance <br />Agency at this location for many years. He owns the office structure <br />(zoned B-1) and the contiguous residence to the south. When the office <br />structure was built, it was approved as a planned unit development <br />encompassing the residence and the business location as a single site. <br />Parking for the facility is as shown on the left hand site plan as <br />Indicated un the attached drawing. <br />2. Mr. Edlund proposes to modify the site so as to provide additional <br />parking spaces on the west side of the site. His west boundary is <br />contiguous to a side lot line of an adjacent duplex (zoned R-2). Next <br />year when Snelling Avenue is rebuilt in this area of the City, the <br />service road will be moved westerly on the front of the site. At that <br />time, the east side of site will be revised as shown in the right hand <br />site plan. <br />3. The proposed changes have been reviewed with the City of Roseville <br />staff and MN/DOT officials. We feel that the proposal, both at the <br />west end and the east end, is an appropriate rearrangement. The <br />changes at the east and are particularly advantageous in as much as <br />they eliminate the parking now conducted directly off the street at the <br />immediate scorner, moving the new parking locations to a combined <br />driveway with the existing residence. <br />4. So, too, at the west end of the site, the parking arrangement is <br />changed so that the vehicles will not be backing out onto Stillman, but <br />will be turning around on the site and entering Skillman with the car <br />facing north. <br />5. The drainage for the proposed parking lot on the west end has been <br />discussed with the staff. Though it is not shown on the site plan, it is <br />mutually recognized that a catch basin will be constructed within the <br />parking area to pick up the drainage, carrying it directly to the storm <br />sewer systern (rather than draining down the driveway). The variance <br />proposed is to keep the parki.ig as far to the north as possible thereby <br />reducing the 15 foot setback from the barking to the north property <br />lime to 5 feet. This allows for the retention of a more ample back <br />yard serving the existing residence. approvals for the planned unit <br />development and variance could be made subject to the review of the <br />final engineering and landscape plan by the City staff. <br />
