Northwestern College was initially established in the City of Roseville in <br />1970 having purchased the campus from St. Paul Catholic Dioceses who <br />had previously built and operated Nazareth Hall, a religious -oriented <br />school for boys. Northwestern College has enjoyed considerable success <br />over the last fifteen years with 739 resident students and 272 commuter <br />students enrolled as of the fall of 1985. Currently 41 students are <br />enrolled from the City of Roseville. The students represent 35 states <br />and 12 foreign countries. <br />2. The City of Roseville approved a Planned Unit Development for the <br />Roseville portion of- the campus in 1977. Approximately 50 percent of <br />the campus is in Roseville. This portion of the campus contains the <br />access and egress points, athletic fields, residents' dormitories, much of <br />the fine wooded terrain, and approximately half of the lake frontage on <br />Little Johanna. <br />3. The immediate need for the College is to expand and enhance its <br />outdoor athletic facilities. To do so requires the moving of the portion <br />of the roadway system which provides one way egress from the site to <br />Lydia at the southwest corner of this campus. The school proceeded to <br />cut a new roadway near the Lake Johanna frontage. We suggested that <br />this may be a serious error and that they should employ a land planning <br />firm to prepare a campus plan for the entire site before proceeding <br />with any further construction. This idea was enhanced by the current <br />contemplation of the college of the a construction of a "Life and <br />Health Fitness Center", a major structure to be completed in the <br />Roseville portion of the campus. <br />4. Over the past months, your Roseville staff has met a number of times <br />with representatives of the college and their professional consultants. <br />During that time, a revised campus plan has been developed which <br />accommodates revisions to the access and egress system, expansion of <br />the athletic facilities, siting of the new Life and Health Fitness Center, <br />accommodation of expanded on -campus residence facilities, location for <br />new tennis courts, provisions for a new addition to Nazareth Hall, <br />additions to parking capabilities, additional storm drainage facilities, and <br />provision for additional landscape material.
