This <br />information will be available for the Planning Commission hearing on <br />April 9. <br />9. The parking to be provided places of assembly on the campus will be <br />significantly different from typical public assembly facilities. In many <br />cases, and in perhaps most cases, many of the attendants will be <br />residents of the campus, in which case additional parking facilities for <br />there purpose will not be needed. It is therefore difficult to determine <br />the exact -parking need. We do not want to cut down trees and build <br />asphalt parking areas unless they are needed. We therefore suggest that <br />the appropriate solution is to make provisions for additional spaces, but <br />let experience be our guide as the various facilities are built in stages <br />on the campus. <br />10. You will notice that there is a proposal to construct additional tennis <br />courts in the Roseville area of the campus near the rear lot lines of <br />existing single-family homes along the east boundary of the campus. <br />These courts are proposed to be located a distance of 70 feet from the <br />rear lot line of the single-family properties. Though there is no <br />proposal to light the tennis courts at this time. In the event that this <br />is done, this could constitute some concerns for these immediate <br />neighbors. We suggest, also, that a carefully prepared detail landscaping <br />plan should be prepared for this area so as to adequately screen the <br />tennis courts from the residents. It would be appropriate to condition <br />approval upon the final acceptance of the landscape plans as they relate <br />to various sectors of the campus through the stages of development. <br />11. We might also suggest that the PUD be approved with the condition <br />that it be in effect for a period of, say, three years. This would <br />thereby extend the normal time period for the special use permit for <br />the planned unit uevelopment approval which is normally 6 months. <br />12. The consulting engineers inform us that, as of April 4, additional and <br />more complete drainage plans have been submitted to the City for their <br />review. Your engineering staff will comment upon the status and <br />suitability of such plans at the Planning Commission hearing. <br />13. Conditions for the approval of the Planning and Development then may <br />include: <br />a. Additional parking be required as may be designated by the City <br />if facilities prove inadequate. <br />b. Subject to engineering staff review of detailed engineering plans. <br />C. Subject to staff review of final landscaping plans prior to <br />construction of each stage of development. <br />d. PUD to be in effect for a period of 36 months. <br />e. All new parking areas and revised roadways to include concrete <br />curbing as required by ordinance. <br />f. All development to be in accordance with the PUD plan a -- <br />submitted in the amended PUD plan as submitted by TKDA and <br />as dated March 1986. <br />
