The Planning Commission voted to continue this hearing from the April <br />9 meeting to the May 7 meeting so as to allow time for the <br />Northwestern College folks to consider adjustments to the plan to <br />mitigate concerns reviewed at the Planning Commission hearing. Most <br />of these concerns related to development conditions near or contiguous <br />to residential lots east of the campus. The City Council subsequently <br />rescheduled its hearing regarding this proposal to their May 12th <br />meeting. <br />2. Following the last Planning Commission meeting, the staff met with <br />representatives and consultants of the College to review changes that <br />might be helpful in mitigating concerns. The result is the attached <br />revised proposal. This revised proposal includes a four page letter dated <br />25 April 1986 and reduced copies of four plans, including the overall <br />campus general plan, landscaping and lighting plan, grading and drainage <br />plan, and utility and street improvement plan. The latter three plans <br />relate to the Roseville area only. <br />3. The following significant changes were made: <br />A. The proposed new dormitory structure was moved northwesterly so <br />as to increase the distance from the easterly boundary of the <br />campus (west bound near the residential lots) an additional 40 <br />feet to 150 feet. <br />B. The tennis courts have been reduced from six to four and placed <br />an additional 30 feet to the west, now being 100 feet from the <br />east property line. <br />C. The trail connecting the residential area to the main campus in <br />Arden Hills was moved to the west side of the tennis courts so <br />that the trail is 125 feet from the east property line at its <br />nearest point. <br />D. Additional parking has been added to the existing access road <br />located southwesterly of the proposed new residential structure <br />(simply by double loading the existing roadway). <br />
