Andre, Manager <br />City of Roseville <br />2660 Civic Center Drive <br />Roseville, MN 55113 <br />RE: Environmental Assessment Worksheet (EAW) <br />Northwestern College Amended PUD Plan <br />Metropolitan Council Referral File No. 13777-1 <br />Dear Mr. Andre: <br />At its meeting on July 24, 1986, the Metropolitan Council considered the EAW <br />for the Northwestern College amended PUD Plan. This consideration was based on <br />the following statement from the Consent List which was approved by the Council. <br />This document describes an expansion of Northwestern College in Roseville <br />and Arden Hills involving approximately 100 acres of land and consisting of <br />new dormitories, athletic facilities, classrooms and parking. The proposal <br />appears to be in conformity with the city's comprehensive plan, <br />metropolitan system plans, and other chapters of the Metropolitan <br />Development Guide. No EIS appears necessary, however, the EAW is incomplete <br />in assessing the impact of the development on the water quality of Little <br />Lake Johanna, Lake Johanna and the south basin of Long Lake. Degraded water <br />quality in Lake Johanna or Long Lake (Metropolitan Council priority <br />lakes) would be inconsistent with policies in the Council's Water Resources <br />Management Development Guide chapter. The city should better assess the* <br />potential for waLar quality degradation in the lakes, and implement <br />mitigative measures if necessary. <br />The Council approved the above statement as its comments on the EAW. <br />Attached is a copy of a letter from the Metropolitan Waste Control Commission <br />commenting on the EAW. <br />Sincerely, <br />Sandra S.
