- 4 REQUEST FOR COUNCIL ACTION <br />DATE: 5/12/86 <br />ITEM NO.: T3 - T <br />Department Approval: Manager Reviewed: Agenda ,Section: <br />Hearings <br />Item Description: Northwestern College request for Special Use <br />Permit and parking variance at 3003 North <br />Snelling Avenue. <br />The Planning Commission, at its May 7, 1986 meeting, unanimously <br />recommended that the Northwestern College request for Special Use <br />Permit and parking variance at 3003 North Snelling Avenue be <br />approved. This item was previously held over from the April 9 <br />Planning Commission meeting to allow the College to substantially <br />modify its proposal. <br />The following conditions were attached to the approval: <br />1. Additional parking be required as may be designated by the <br />City, if facilities prove inadequate. <br />2. Subject to engineering staff review of engineering plans. <br />3. Subject to staff review of landscaping plans prior to <br />construction of each stage of the development. <br />4. The P.U.D. is to be in effect for a period of thirty-six <br />months. <br />5. All parking areas and revised roadways to include concrete <br />curbing. <br />6. All development to be in accordance with the P.U.D. revised <br />plans dated April 26 and 28, 1986. <br />7. Applicant is to work with staff with respect to the traffic <br />management plan for the eastern roadway. <br />8. The existing main entrance is to be removed as soon as <br />possible, following construction of the new entrances. <br />9. The site plan for the Health and Fitness Building must be <br />submitted to the Planning Commission for additional review <br />prior to construction. <br />10. No parking is allowed on the east side of the residential <br />building. <br />11. No lighting is allowed on the athletic fields. <br />
