Planning Commission Minutes Page 10 December 4, 1985 Wiski asked whether the City had addressed the concerns that the Legislature has been focusing on in recent weeks. Waldron pointed out that the City was carefully documenting its findings both in terms of the revision of the districts, and the "but for statements" as the legislature requires. Demos also discussed some of the testimony and activity that is occurring with respect to the Minnesota Legislature. Matson moved, seconded by Dressler, approval of a resolution stating that the proposed mofidications coincide with the City°s Comprehensive Plan. Roll Call, Ayes: Berry, Johnson, Dressler, Matson, Mueller, DeBenedet, and Wiski. Nays: None. Driveway Access to Residential Property Mr. Dahlgren discussed the difficulty of single driveways and the resultant backing up of a car into a busy thoroughfare. Mr. Dahlgren presented possible language for the Planning Commission to consider. Dressler asked for the definition of a major thoroughfare. Mr. Dahlgren replied that the City has a map that depicts the major thoroughfares in Roseville. Dressler asked whether western was a thoroughfare, and Dahlgren replied yes, but it does have less traffic than the others. Dressler replied that those residents on western may wish to consider a variance. DeBenedet asked whether more should be considered than single family homes, in that duplexes should also be a consideration. Dahlgren replied that under a R-1 building permit, it could become a condition. After additional discussion, Mr. Dahlgren proposed the following modified language. - Where new principal structures are built on lots contiguous to major thoroughfares, as indicated in the City°s mayor thoroughfare plan, driveways to such lots shall be designed so as to provide a turnaround facility within the lot to eliminate the need to back a vehicle into the right-of-way of the major thoroughfare. DeBenedet moved, Matson seconded the motion, that the revised language be approved, and that this item be a recommendation to the City Council to be considered as a change to the zoning ordinances Roll Call, Ayes: Berry, Johnson, Dressler, Matson, Mueller, DeBenedet, and Wiski.
