Planning Commission Minutes Page 10 <br />December 4, 1985 <br />Wiski asked whether the City had addressed the concerns that the <br />Legislature has been focusing on in recent weeks. Waldron <br />pointed out that the City was carefully documenting its findings <br />both in terms of the revision of the districts, and the "but for <br />statements" as the legislature requires. <br />Demos also discussed some of the testimony and activity that is <br />occurring with respect to the Minnesota Legislature. <br />Matson moved, seconded by Dressler, approval of a resolution <br />stating that the proposed mofidications coincide with the City°s <br />Comprehensive Plan. <br />Roll Call, Ayes: Berry, Johnson, Dressler, Matson, Mueller, <br />DeBenedet, and Wiski. <br />Nays: None. <br />Driveway Access to Residential Property <br />Mr. Dahlgren discussed the difficulty of single driveways and the <br />resultant backing up of a car into a busy thoroughfare. Mr. <br />Dahlgren presented possible language for the Planning Commission <br />to consider. <br />Dressler asked for the definition of a major thoroughfare. Mr. <br />Dahlgren replied that the City has a map that depicts the major <br />thoroughfares in Roseville. <br />Dressler asked whether western was a thoroughfare, and Dahlgren <br />replied yes, but it does have less traffic than the others. <br />Dressler replied that those residents on western may wish to <br />consider a variance. <br />DeBenedet asked whether more should be considered than single <br />family homes, in that duplexes should also be a consideration. <br />Dahlgren replied that under a R-1 building permit, it could become <br />a condition. <br />After additional discussion, Mr. Dahlgren proposed the following <br />modified language. - <br />Where new principal structures are built on lots contiguous to <br />major thoroughfares, as indicated in the City°s mayor thoroughfare <br />plan, driveways to such lots shall be designed so as to provide a <br />turnaround facility within the lot to eliminate the need to back <br />a vehicle into the right-of-way of the major thoroughfare. <br />DeBenedet moved, Matson seconded the motion, that the revised <br />language be approved, and that this item be a recommendation to <br />the City Council to be considered as a change to the zoning <br />ordinances <br />Roll Call, Ayes: Berry, Johnson, Dressler, Matson, Mueller, <br />DeBenedet, and Wiski. <br />Nays: None. <br />'1 . <br />
