0 <br />PLANNING REPORT <br />DATE: 6 November 1985 <br />CASE NUMBER: 1628-85 <br />APPLICANT: Lido Cafe, Inc. <br />LOCATION: lies Side of Snelling <br />Avenue, North of Midway <br />Ford (see sketch) <br />ACTION REQUESTED: Approval of Rezoning from <br />I-1 to B-2, Special Use <br />Permit for Take Out Food <br />and Live Music, Variance <br />to Parking Setback <br />PLANNING CONSIDERATIONS: <br />1. The Labalestra family has operated the Lido Cafe at the <br />northwest corner of Snelling and Larpenteur in Falcon <br />Heights for the past twenty-eight years. They propose to <br />move the Lido Cafe to a new site in Roseville consisting of <br />.99 acres with 250 feet of frontage on the west side of the <br />Snelling Avenue frontage road, north of Midway Ford. The <br />structure, designed by Pope Associates, Inc., will have <br />9,692 square feet, with a fu21 basement, a portion of which <br />will accommodate banquet facilities. The total seating <br />capacity for the dining, banquet, and lounge will be 375 <br />szata. The existing parking ordinance requires i :space to <br />2.8 seats, which will require 134 spaces. The proposed <br />parking is for 152 spaces, which is basically within the <br />requirements proposed in the proposed restaurant parking <br />regulations amendmen . <br />2. Attached are reduced copies of five drawings illustrating <br />the site plan, grading plan, floor plan, landscape plan, and <br />exterior elevations. .Also attached is a two -page statement <br />describing the proposed restaurant's facilities and <br />operation and actions requested by the Planning Commission <br />and Council. <br />3. The property is currently zoned I_-1, which zoning was <br />applied to the land in March 1959 when the city adopted a <br />new zoning ordinance and zoned the entire community. The <br />property is currently indi,-�ated as business property on the <br />1979 Land Use Plan and, thus, is consistent with the <br />Comprehensive Plan. The property to the north was recently <br />rezoned and developed for St. John's "Health Resources" <br />Clinic. <br />
