LOCATION: lies Side of Snelling Avenue, North of Midway Ford (see sketch) ACTION REQUESTED: Approval of Rezoning from I-1 to B-2, Special Use Permit for Take Out Food and Live Music, Variance to Parking Setback PLANNING CONSIDERATIONS: 1. The Labalestra family has operated the Lido Cafe at the northwest corner of Snelling and Larpenteur in Falcon Heights for the past twenty-eight years. They propose to move the Lido Cafe to a new site in Roseville consisting of .99 acres with 250 feet of frontage on the west side of the Snelling Avenue frontage road, north of Midway Ford. The structure, designed by Pope Associates, Inc., will have 9,692 square feet, with a fu21 basement, a portion of which will accommodate banquet facilities. The total seating capacity for the dining, banquet, and lounge will be 375 szata. The existing parking ordinance requires i :space to 2.8 seats, which will require 134 spaces. The proposed parking is for 152 spaces, which is basically within the requirements proposed in the proposed restaurant parking regulations amendmen . 2. Attached are reduced copies of five drawings illustrating the site plan, grading plan, floor plan, landscape plan, and exterior elevations. .Also attached is a two -page statement describing the proposed restaurant's facilities and operation and actions requested by the Planning Commission and Council. 3. The property is currently zoned I_-1, which zoning was applied to the land in March 1959 when the city adopted a new zoning ordinance and zoned the entire community. The property is currently indi,-�ated as business property on the 1979 Land Use Plan and, thus, is consistent with the Comprehensive Plan. The property to the north was recently rezoned and developed for St. John's "Health Resources" Clinic.
