• <br />August 5, 1985 <br />City of Roseville <br />To whom it may concern: <br />• <br />I, Robert R. Graham, President of Graham Investment Inc., am hereby <br />making application for rezoning and special use permit of parcels of <br />land, which my corporation has purchased. The size of the building <br />will be 70 X 130, totaling 9,100 square feet. The basement will be <br />about 3,000 square feet, all brick, steel and block construction. <br />In reference to parking space for customers, the city requires 46 <br />parking places and our plans provide for 53 parking places. <br />Budget Liquor has been in existance since 1972. We presently have <br />retail liquor outlets in Moundsview, Shakopee and Bloomington, Minnesota. <br />Our warehouse is in Shakopee. <br />Concerning our operation, it is a quick in and out activity. The hours <br />of operation are controlled by law. We never have a backup of parking <br />or traffic, as people do not shop for liquor as they do for other <br />commodities. All trash is stored in a dumpster, parked inside our store, <br />so it is controlled by us. We designate all deliveries from various <br />suppliers, as to day and hour in order to eliminate any congestion. <br />The liquor industry is the most controlled industry in the State of <br />Minnesota: <br />1) No advertizing of prices enticing people to shop. <br />2) No purchaser can enter premises without Shoes & Shirt. <br />3) No minor can make a purchase without picture I.D. <br />The Budget Profile is necessitated by purchasing .large quantities <br />and passing all savings on to the consumers. We are consumer oriented <br />and very protective in dealing with the public. We feel the reason for <br />Budget Liquor being successful, is because the consumer knows the true <br />value of every item of inventory placed for sale in our stores and having <br />every item in the stores priced very competitively. <br />Sincerely, _ <br />�2o rt R.
