Description of the Proposed Cafesiian Residence <br />Submitted to the City of Roseville Minnesota <br />Introduction. This is an application for a conditional use permit and variances for the <br />construction of a single family residence on the south shore of Lake Josephine on <br />Josephine Road. It is zoned R-1 and had a residential structure on the site at one time <br />which has been demolished and removed. <br />Attached are a site plan, and plans of the proposed residence. Also included are sketches <br />of a proposed entry gate structure (on the site plan sheet) and a proposed gazebo for <br />which variances are requested (the locations of both are shown on the site plan). <br />Legal description of the parcel. Part of Government Lot 3, Section 3, Township 2 <br />9. <br />Range 23, described as follows: Commencing on the East and West 1/4 section line, 438 <br />feet East of center of said section; thence Northerly and parallel with the North and South <br />1/4 section line, 1641.5 feet to point of beginning; thence South 34 degrees 16' East 62.76 <br />feet; thence North 15 degrees 24' East 270 feet more or less to the shore line of Lake <br />Josephine; thence Northwesterly along shoreline 163 feet more or less to a point 438 feet <br />East of the North and South 1/4 section line; Thence Southerly 325 feet more or less to <br />Point of beginning; except a strip of land along the southern most line thereof taken for <br />Josephine Road, in Ramsey County, Minnesota. (Source: survey prepared by C.R. Winden <br />&Associates, Inc. dated August 8,1984.) <br />The existing site. The site is covered with mixed lawn grasses and several large trees <br />(primarily oak and basswood. There is also an existing bituminous drive and the remains <br />of the house foundation. The topography is best described as terraced, from a high point of 902.0 at the southwest corner abutting 17•3 feet <br />elevation of 884.7 feet. The average elevation is approximately h a 3 feet. Slopes to a shoreline <br />widely ranging from 25% along the road and Lakeshore, to 6 to 10% on the terraces, to 2% <br />between the terraces. <br />The highest known water elevation is 885.7 and the estimated water elevation resulting <br />from a 100 year 24 hour rainfall event is 886.0 (source: Ramsey County Engineering <br />Dept.). The surface elevation of the lake at the time of survey was 884.7 feet. <br />Soil test borings indicate that the soils are fill and topsoil overlaying coarse alluvial <br />sandy soils. The water table was encountered at elevation 886.0 and flows toward the lake. <br />Bedrock was not encountered by borings to elevation 875.0. <br />The proposed residence structure. The residence will be a concrete block and wood <br />structure faced with brick. The roof will be a hip design covered with standing seam <br />copper sheeting. The residence will be connected to the existing city <br />water sanitary sewer and <br />lines located in Josephine Road.
