PLANNING REPORT <br />DATE: 3 September 1985 <br />CASE NUMBER: 1609 <br />APPLICANT: Graham Investment, Inc. <br />LOCATION: Southeasterly of the <br />Intersection of Roselawn <br />Avenue and Lexington <br />Avenue (see sketch) <br />ACTION REQUESTED: Rezoning of Land from R-1, <br />B- 1 , and B-2 to - B-3, and <br />Approval of Special Use <br />Permit for Off -Sale Liquor <br />Store <br />PLANNING CONSIDERATIONS: <br />1. The applicant, Mr. Robert Graham, has made arrangements to <br />purchase the Cath property south and east of Ace's Service <br />Station at the southeast corner of Roselawn and Lexington <br />Avenue. He proposes to construct an off. -sale liquor store <br />70 feet by 130 feet equalling 9,100 square feet on the <br />prope , uare feet. This is the <br />property that was formerly proposed for Nolan's Supermarket, <br />which was turned down by the City primarily because the <br />proposed structure was too large for the limited.site (which <br />at that time included the service station). The current <br />proposal includes a structure relatively small for this site <br />as evidenced by the fact that, though forty-six parking <br />spaces are required to serve the proposed structure, <br />fifty-three parking spaces are proposed in the plan. No <br />variances are proposed or required for the projected <br />development. <br />2. Perhaps the principal problem with the proposal, as noted by' <br />the engineering staff, is that two driveways are proposed on <br />Lexington Avenue and two driveways on Roselawn Avenue. They <br />suggest that with the size of the structure as proposed and <br />the known traffic conditions on both Lexington and Roselawn <br />Avenue that a single driveway to each street would be <br />adequate. The engineering staff will comment further on <br />these conditions, suggesting which of the driveways may be <br />considered for elimination. <br />3. Sixteen and one-half feet of right-of-way is proposed for <br />dedication —as_ required on th-e_east side`of_ Langton Avenue <br />and the setback for the parking areas are establi'sFied at 15 <br />feet as required by ordinance. <br />
