PLANNING REPORT <br />DATE: 1 May 1985 <br />CASE NUMBER: 1585-85 <br />APPLICANT: King of Kings Lutheran <br />Church <br />LOCATION: Northeast Corner of Dale <br />Street and T.H. 36 <br />ACTION REQUESTED: <br />PLANNING CONSIDERATIONS: <br />Variance to Concrete Curb <br />Requirement <br />1. The property is a 5.0 acre site with 425 feet of frontage on <br />Dale Street, and is occupied by the King of Kings Lutheran <br />Church, a part of the Lutheran Church, Missouri Synod, <br />Minnesota South District. The Church is south and westerly <br />of a larger parcel occupied by the Concordia Academy, an <br />affiliated Lutheran school. The Church was added to about <br />eight years ago and has an existing off-street parking lot <br />with a gravel surface without concrete curb with a capacity <br />of approximately 35 parking spaces. <br />2. On 19 December 1984, James Olson, representing the Church, <br />met with the staff at City Hall regarding their proposal to <br />expand their parking facilities. The following is a memo <br />outlining the results of that meeting: <br />"James Olson is the Chairman of the Board of Trustees of <br />the King of Kings Lutheran Church at the northeast <br />corner of Dale Street and Highway 36. He has been a <br />member for two years, and "inherited" the funding drive <br />begun in 1983 to raise money to build a second parking <br />lot on the south side of the church. They proceeded to <br />get bids for spring construction to include gravel base, <br />asphalt surface, and asphalt curbing. We had to inform <br />him that asphalt curbing —does not meet development <br />standards in Roseville, and is, in fact, a poor <br />investment for them on a long range basis. It is also <br />true that the existing parking lot to the north is <br />constructed of Class 5 material (gravel), and does not <br />have the required concrete curbing. <br />We encouraged Mr. Olson to continue their efforts to <br />improve their facility, but that we as a staff cannot <br />authorize substandard improvements that do not meet with <br />code requirements. He will get back to his committee, <br />and check back with us later as to their alternative <br />methods for proceeding." <br />
