Off -sale liquor stores run by free <br />enterprise do not, of course, have a historical record in Roseville. The <br />operations of the municipal outlets in the past, however, do not appear to <br />have constituted a social use problem (perhaps because they were well <br />run). <br />At the staff level, we would be more concerned with the appearance of the <br />building rather than its function. Certainly, additional information <br />gleaned from the applicants and others at the hearing may be helpful in <br />this decision. <br />10. The application, then, is for approval of preliminary site plan, subject <br />to be conditioned on staff approval of engineering details; approval of <br />special use permit for site plan approval in the B-IB District; and <br />approval of the special use permit for off -sale liquor store operations. <br />
