EAD APPROV AL. 0 L Hearing Administration ITEM NO.: ITEM DESCRIPTION' preliminary Approval IRB for Health g-g I Resources Assistance Corporation TGU7WED/RECOMMENDS: This is a hearing to receive comments on the application for an IRB for Health Resources Assistance Corporation, and to consider adoption of a resolution giving preliminary approval to the application. The applicant is a wholly owned subsidiary of health Resources Inc., a non-profit Bolding company which provides a broad range of health care services to the Cast Metro Area. 'The Roseville Family Care Center will be developed on approximately 2.3 acres north of `•lidway ford on Snelling Avenue and will provide a variety of health care -related services. 'These services are: A Physician's Clinic, an Urgent Care Center, a Day Care Center, a Pharmacy, Family 'Therapy services, Chenical Dependency counseling, Community Education, and potentially other health care services. The above services will be provided thru a 14,543 square foot building and will create the equivalent of 34 full-time positions at an anticipated yearly payroll of $788,000. The $1,500,000 in IR13 financing would come from Roseville's $627,000 entitlement and a City of Becker $873,000 entitlement, which was previously obtained thru a joint powers agreement, The City's fiscal consultant has reviewed the application and has provided preliminary information, comments, and recommendations concerning this application. The consultant has recommended a guarantee by the applicant, by other partners, and by the applicant's parent company, Health Resources Inc,, if possible, in addition to the mortgage being signed by the parties.
