i 1 -2- N <br />m <br />The Board's actions complete the development of an "Inven <br />tory <br />of Preferred Areas" for hazardous waste processin facili g ties, one <br />of the Board's three major hazardous waste management g responsibilities.-' <br />The Board is also required to develop a comprehensive state Hazardous ' s u <br />Waste Management Plan and to select, by early-1986 at le <br />ast one <br />secure hazardous waste disposal site. <br />The preferred areas are not being considered for the final <br />disposal of hazardous wastes, nor will the state specifically site <br />and operate hazardous waste processing facilities. The Board will <br />• encourage g private developers to obtain permits for and site hazardous <br />waste processing facilities within preferred areas. <br />The Board is required to identify at least three preferred <br />areas for each of three different categories of hazardous waste <br />processing facilities: chemical waste treatment plants, hazardous <br />waste incinerators and transfer/storage facilities. At transfer/ <br />storage facilities, hazardous waste would be stored te <br />mporarily and <br />later transferred to treatment or disposal facilities. <br />The areas in Rosemount, Inver Grove Heights, Cottage Grove, <br />Shakopee and Ramsey were designated as suitable for all three types <br />of facilities; the remaining areas were selected as suitable only for <br />treatment plants or transfer/storage facilities. <br />In evaluating the areas, the Board looked at such factors as <br />existing and planned industrial develo ment ' <br />P proximity to residential <br />development, transportation access, soil and aquifer conditions, <br />city wells, sewer services, and parks and historic sites. <br />Public hearings were conducted on all the Twin City proposed <br />preferred areas earlier this year. <br />(more) <br />
