Based on our review of the <br />EAW, we believe it is inadequate, inaccurate and insufficient and that the <br />Minnesota Pollution Control Agency (MPCA) should reject the EAW and require <br />this proposer to prepare an environmental impact statement (EIS) for this <br />project. <br />Boise Cascade Corporation is an integrated forest products company <br />with several manufacturing operations in Minnesota. Boise Cascade operates <br />a corrugated container manufacturing facility at its Roseville, Minnesota <br />facility. Over 50% of the corrugated container products manufactured <br />at this location are used to package food products. Purchasers of those <br />Packaging products include Minnesota companies such as sand O'Lakes, <br />Pillsbury, Tombstone Pizza, and Old Dutch Foods. The facility proposed by <br />MRC would be immediately adjacent to the Boise Cascade Corrugated Container <br />Plant, These comments are. therefore, submitted by a company that will <br />be immediately and directly affected by the project which is the subject <br />of the EAW. J <br />The environmental review rules make it clear that the primary purpose of <br />an EAW is to 'laid in the determination of whether an EIS is needed for a <br />proposed project," (Minn. Rules, Sec, 4410.1000, subp. 1. 1A)), Our review <br />of the EAW clearly indicates to us that this is a major prL,Ject with unique <br />characteristics which poses a substantial q <br />mental impacts.
