Pile, Director <br />1984 <br />Finally the MRC project is unique in this state while the treatment of <br />the metal plating wastes has been examined by other bodies, we know of no <br />independent analysis of the organic waste handling component of this project. <br />The organic waste component was not a part of the prior EAW. Its potential <br />for serious environmental effect is clear. Many of the facilities on the EPA <br />priorities list are former hazardous waste processing facilities. This <br />facility has the potential for processing a significant portion of the site's <br />hazardous wastes. The MPCA should utilize the EIS process to take a close <br />look at this facility. <br />In conclusion, our review of the EAW indicates that it is inadequate <br />and, in many important respects, inaccurate. It should not be approved by <br />the MPCA. Further, our review has indicated a potential for several adverse <br />environmental effects from this project. The MPCA, in its capacity as the <br />reviewing governmental unit for this project is best able, through the <br />environmental impact statement process, to review the whole project and <br />assess its environmental impacts at an early stage. We strongly urge the <br />MPCA to require the proposer of this project to prepare an EIS to address the <br />many serious issues herein raised. <br />Sincerely, <br />John A.
