Ms. Jane Andre <br />Page Three <br />Manifest System, Recordkeeping and Reporting <br />This section concerns requirements on the use of manifests for tracking waste <br />Shipments, an operating record to document hazardous waste activities at the <br />facility and reports to be submitted to the U.S. Environmental Protection Agency <br />(EPA) ana the Minnesota Pollution Control Agency (MPCA). of special interest is <br />the operating record, this document contains a log on waste received, its treat- <br />ment, storage location, manifest number and the records and results of waste <br />analyses. The operating record also includes inspection reports, closure cost <br />estimates and other monitoring and testing records as required in the permit. <br />Closure <br />Facilities are required to provide a plan for closing their facility and an <br />estimate of the cost to close the fdul�inf*closureThis pactivitiesdescribes <br />Whenoclosure is <br />val of <br />wastes, decontamination, and a sche <br />complete an independent registered professional engineer certifies that the <br />facility has been closed according to the closure plan. <br />Financial Requirements <br />Financial assurance is required to assure that there will be money available to <br />close the facility. Both financial assurance <br />and liability coverage must be documented by submitting the documents specified <br />in the regulations. <br />Use and Management of Containers <br />This section covers the use and management of containers such as 55-gallon <br />drums. The containers must be in good condition, compatible with the waste and <br />managed in such a way to prevent the containers rrom rupturing or leaking. A <br />provision of this section is that storage areas are required to have containment <br />sufficently impervious to contain leaks <br />spills <br />Lheuntil <br />containmentmaterial <br />systemiis ten <br />detected and removed. The capacity required in <br />percent of the volume of all the containers or the volume of the largest con- <br />tainer, which ever is greater. <br />Tanks <br />The Minnesota requirements for tanks require adequate design strength, compati- <br />bility of the waste with the tank and ability to inspect the interior and <br />exterior of the tank. Special requirements apply to tanks that cannot be <br />inspected on both the interior and exterior. The requirement for containment is <br />the same as for containers except that there must be an additional four inches <br />of f reeuoara. <br />
