The Council seems to be looking for a way to retain as much control as possible over the proliferation of industrial waste facilities in the City. Apparently, they feel that to allow an industrial waste facility as a special use in an existing zoning district opens the door to additional similar uses. I have attached a draft of an ordinance amending the zoning code, creating a new zoning district to provide for the industrial waste facility use. The language is only a starting point for developing the final zoning district language. I have used the term "special" industrial district. Again, this is only a starting point for further discussion. I have also made the industrial waste facility use a special use to allow the Council to place conditions on an approved use. We may also wish to include an additional section in the ordinance setting out special standards for hazardous waste facilities; (similar to Section 8.360, page 48, of the City Code concerning Service Stations.) Please review and comment on the draft language by November 20, so that it can be discussed at the Wednesday Planning Session.
