Site alternatives considered by the Metropolitan Recovery <br />Corporation have included several industrial sites in the <br />Twin Cities seven -county metropolitan area. The Shoreham <br />railroad yard site was initially selected because of its <br />central location with respect to waste generators and the <br />relatively long distance from the site to neighboring <br />residences. However, citizens near the proposed site <br />opposed the plant and it was not built. The proposed <br />Roseville site was chosen because the trucks carrying <br />hazardous wastes would be able to access the Roseville <br />site without passing through residential areas and <br />because it is an area designated by the WMB for this type <br />of facility - a chemical treatment plant or <br />transfer/storage facility. [3, 11] <br />VI. CONCLUSIONS <br />The proposed project will meet all U.S. EPA, MPCA, MWCC, RCRA, <br />County and City requirements and standards. Areas which could <br />have had a potential for significant environmental effects <br />have been identified and analyzed. No potentially significant <br />environmental impacts have been identified. <br />Based on the findings and conclusions contained herein and the <br />reference documents, including all comments received on the <br />environmental assessment worksheet, the Minnesota Pollution Control <br />Agency determined on , 1984 that an <br />environmental impact statement is not required on the proposed <br />project. <br />Thomas J.
