TYPES, VOLUMES & DISTRIBUTION OF WASTES <br />The facility will be designed to manage aqueous inorganic <br />wastes in general, and more specifically the aqueous and <br />inorganic wastes generated by electroplating, printed circuit <br />and other metal finishing industries. <br />The general waste market potentially served by the Facility <br />includes Minnesota industries contributing to the "heavy metal <br />inorganic solution and sludges" category identified in the <br />Board's Hazardous Waste Management Report. According to this <br />data, 33,800 tons per year or 1 .4% of the state's total <br />hAzardous waste falls into this category. Through a market <br />assessment performed by MRC and Touche Ross Company, .6 million <br />gallons of aqueous waste were identified as a potential market <br />for the Facility. These wastes include spent acid and alkaline <br />solutions, mixed metal sludges, and other heavy metal <br />solutions. The source of this data is the MPCA/Hennepin County <br />Hazardous Waste Management Information System. While all of <br />this waste could potentially be managed by the Facility, MRC <br />has evaluated the general aqueous inorganic waste market in <br />very broad terms. Additional analysis of the technical and <br />economic aspects associated with these wastes represents a <br />significant component of the Facility's future develcpment and <br />marketing plans. <br />The specific waste market -for which the Facility will be <br />primarily targeted is the aqueous inorganic wastes generated by <br />electroplating, printed circuit and other metal finishing <br />industries. There are 94 such firms in the metropolitan area <br />and 42 firms in the outstate area. Based upon MRC's original <br />market assessment, as well as revisions made recently to <br />reflect wastes committed through user contracts, Table 1 has <br />been developed to estimate and project the amount of wastes <br />that may be managed by the Facility. It is noted, that due to <br />the proprietaryaature of MRC's marketing and user contract <br />data, only summaries are included in the Table 1 <br />characterization of the Facility's primary market. it is also <br />noted that the values in Table 1 have been developed in 4 <br />categories as described below: <br />Contractual Commitment - Guaranteed revenues based upon signed <br />contracts with MRC. <br />Anticipated amounts from committed companies - Amount of waste <br />expected at the Facility based on historical effluent data, <br />personal conversations and site visits. Due to the "put or <br />pay" provisions in the contract, the contractual commitments <br />are lower than the actual anticipated quantities. Therefore, <br />this category represents a more accurate estimate of the waste <br />which will actually be received by the Facility under current <br />contractual commitments. <br />A-11 <br />
