Trucks would <br />travel to and from the Facility exclusively via Highway 280 - Transfer <br />Road and 35W - County Road C. <br />Some of the Facility's waste input and part of its output will be <br />classed as hazardous waste under county, state, and federal <br />regulations. In common sense terms, however, neither the substances <br />produced nor the process itself will be particularly hazardous. <br />Because of the many regulatory requirements which will apply to its <br />construction and operation, the Facility will be as safe a use as many <br />others within this section of the City. <br />The Facility will primarily be a water -based sludge -making, neutrali- <br />zation, dewatering, and solidification system for heavy metal wastes. <br />The various aqueous substances received, produced, and transshipped <br />from this process will not be volatile or explosive. There will be <br />acidic and alkali liquids which are corrosive and which will be <br />neutralized. In addition, drums containing volatile organics will be <br />placed in a secure area within the Facility for short-term storage <br />awaiting direct transshipment to other waste treatment and disposal <br />facilities in other states. <br />The Facility will be sited in a 60,000 square foot warehouse like <br />building with a brick or masonary exterior. It is anticipated that <br />industrial revenue bonds issued by the State Department of Energy and <br />Economic Development will be used, in part, to finance its <br />construction and that it will have a taxable value of approximately $6 <br />Million on completion. One-half of the site is not planned for use by <br />the Facility. This land will be held for resale to an industrial user <br />which would benefit by proximity to the Facility, <br />The Facility can be constructed only following the receipt of zoning <br />authorization and the issuance of permits by Ramsey County, the Metro <br />Waste Control Commission, the Minnesota Pollution Control Agency, and <br />the Federal Environmental Protection Agency. The construction and <br />operation will be conditioned in numerous ways to ensure ultimate <br />protection for the public's health, safety, and welfare. It is <br />anticipated that the full regulatory process will take approximately <br />nine to twelve months to complete. An Environmental Assessment <br />Worksheet (EAW) is currently being prepared for the Facility and will <br />shortly be transmitted to the City and the PCA. An EAW was approved <br />for the Facility at another site in the City.pf Minneapolis last year. <br />The ability to construct the Facility in the City of Roseville would <br />be a significant benefit not only to the nearby industrial users, but <br />to the metropolitan area as a whole. There is no similar facility <br />available in the State of Minnesota to small and medium sized <br />
