t <br />ACHIEVEMENT OF PUBLIC AND PRIVATE SECTOR <br />HAZARDOUS WASTE MANAGEMENT GOALS <br />The Facility will accommodate both the private and public <br />sector through striving to achieve the hazardous waste <br />management goals of each. Minnesota's current hazardous waste <br />landfill capacity requirement of approximately <br />0,00 tons <br />year could be increased by more than50% if thelFacilit i per <br />s not <br />developed. The level of reduction in volume of hazardous waste <br />through recycling and reuse offered by the Facility would be <br />non-existent in an in-house pretreatment scheme. Another <br />factor contributing to a reduction in hazardous waste landfill <br />capacity is treatment rendering certain wastes non -toxic and <br />therefore eligible for delisting as a non -hazardous waste. <br />This treatment method to be utilized by the Facility will allow <br />the delisted wastes to be disposed of in sanitary landfills. <br />The Facility will allow publicly owned treatment works (POTW) a <br />wider range of possible sludge management options by removin <br />the toxic heavy metals with an efficiency that can surpass the <br />established regulatory discharge limits. Also, the reuse of <br />industrial process water will be enhanced leading to <br />substantial conservation of water and lower sewer bills for <br />Facility users. <br />The fact that this treatment/recovery scheme involves a <br />centrally controlled facility provides the <br />greater assurance of safety through effectivebmanagement. The <br />centrally controlled facility with professional hazardous waste <br />management offers regulatory agencies an opportunity <br />to <br />exercise more precise and efficient control over natmajor <br />portion of the state's hazardous waste. The Facility also <br />provides industrial users with a professional team to manage <br />their aqueous, inorganic wastes, a task most smaller users <br />haven't the resources or the qualifications to perform. <br />Through the provision of a hazardous waste management scheme <br />offering controlled and competitive costs, reduction in cradle <br />to grave liability and associated costs realized through the <br />reduction of hazardous waste and a <br />ooled ce <br />buffer help to make the Minnesota Superfundnless ndebilitatig <br />The Facility will keep user industries alive and competitive <br />� <br />with other states.
