The intersection is characterized by other small commercial building sites. Two and a half story walk-up apartment buildings are located to the north and west of the Rapid Oil site. On both the north and west sides there are encroachments onto the Rapid Oil` property by development belonging to the apartment owners; on the north a one-story garage structure encroaches by one foot, and on the west, a surface parking lot encroaches by three to four feet. The Rapid Oil site is currently properly zoned for the existing and expanded use of the site by Rapid Oil. Rapid Oil Change is a service commercial business offering automobile servicing to customers within a short time frame which allows them to wait while the service is being performed. In the Roseville location, Rapid Oil has continued retail sales of gasoline along with the service function. Mr. Edward Flaherty, owner and president of Rapid Oil Change, has recognized two conditions at the Roseville store that warrant expansion. First, the increase in business since opening in March of 1984 has almost reached the point where customers cannot be served within the advertised time period with only two service bays available, and second, the capacity of those two existing service bays is limited at peak times when there are a number of gas customers waiting to use the gas pumps. The juxtaposition of the gas pump islands and service bay doors causes circulation problems which limit the efficient use of both. The proposed addition is an attempt to alleviate these problems by providing an additional service bay, and by rerouting and simplifying access to the service bays, on -site circulation, and parking. As can be seen on the enclosed site plan, the proposed service bay addition would be located on the north end of the existing building with direct access from the driveway access at the north end of the lot. The addition would have doors allowing a drive -through configuation with vehicles exiting on the west side of the building and circulating around the west and south sides of the building to either of the two driveways located toward the south end of the lot. This configuration will allow a large share of service customers to enter and leave the building with no conflicts with gas customers. DAVID J. BENNETT DONALD W.
